Thomas Lubeck, US citizen joined IFC in 1997 in the Europe II Capital Markets department where he worked on financial markets investments in the former Soviet Union. In 2000, he moved to the South Asia Department where he led several successful financial markets equity investments in India and Sri Lanka. He also worked on IFC’s first Indian Rupee A loan, structured using cross currency swaps to increase mortgage lending in rural Tamil Nadu, India. From 2009-2014 Thomas was Regional Manager for the South Caucasus, based in Tbilisi, overseeing IFC activity in Armenia, Azerbaijan and Georgia. During that period, Thomas played a key role in supporting IFC’s investment and advisory work in developing Georgia’s significant hydropower potential and oversaw significant increases in IFC investments in Armenia.
In his current role of Regional Manager, Western Balkans, Thomas is responsible for developing and executing IFC’s regional strategy in the Western Balkans. This includes countries of the former Yugoslavia and Albania. He is based in Belgrade.
Thomas holds a Masters in accountancy from the George Washington University.
